As far as I can tell basically everything is covered pretty well in
the Handbook, but perhaps you are interested in some other information
sources. There are some quick notes regarding the Xeon processor and
Gentoo on the Gentoo Wiki [1]. As far as I can tell from googling
around, em64t on Gentoo is lumped with amd64. The 2005.0 amd64 livecd
release notes mention em64t support[2]. Howto set you CFLAGS has been
discussed on the forums[3]. Perhaps you should ask around on
#gentoo-amd64, especially the developer unsolo, if he's still around
if you've got more questions.
