Shutdown delayed until current resource activity finishes.

I'm running 1.2.4 on debian sarge and my haresources file contains a single IP address.

Whenever I stop heartbeat the log says:

Aug  9 16:12:14 srv00 heartbeat[7071]: WARN: Shutdown delayed until current resource activity
finishes.

and hangs forever. How can I debug this problem?
