packets not being forwarded?

Hi all, I'm trying to set up a high-availability, load-balanced network to handle SIP UDP traffic. The virtual ports are all pingable, and the real servers show to be available. tcpdump shows packets hitting the public port, but nothing comes out the private port. iptables is disabled ( I'm on an isolated network ). Any suggestions on troubleshooting this?
