I had such problems with removed link-local addresses also (radvd don't
like such behavior). Sometimes I had to reboot twice to get autoconfigured
link-local back.

So I have 2 suggestions:

create a kernel parameter (sysctl) like:

ipv6 / interface / link_local_address_behavior = 1 (default)  (r/w)

1: don't let remove the last existing link-local address on an interface
If one want to change the link-local address, he had to add the new one
first before removing the autogenerated one

0: let remove


In addition it would be great to be able to trigger a new autogenerated
link-local address if the original was removed, e.g. by writing some
command to 

ipv6 / interface / link_local_address_regenerate = 1  (w only)
