As you can see, it does not work properly, which is why you are being
warned. I think this matter was already discussed just a few days ago;
link-local addresses are not well defined with FTP. There is no defined
way to specify the scope, for there is no way for the client to know the
scope as seen from the server.

Sending just "EPTR |||3347|" might work with some carefully designed
FTP servers.
