Thanks for your kindly reply. 
I agree with you.  I think IPIP tunnel can achieve that since it can encapsulate the IPv6 packets into IPv6 packet. But why is it short such tools or commands and where can I find it?

I think that the kernel support for IPv4-in-IPv6 tunnel is availabe but, to configure this kind of tunnel there is not any tool/command.

there are possible ways to configure IPv4-in-Ipv6(SIT Tunnel), IPv6-in-IPv4 Tunnel (both configured by using "ifconfig" or ""iproute2" tool) and IPv6-in-IPv6(configured by using ip6tunnel command) Tunnel.
