I am sorry to say that I don't have any idea abt where
we can find the tool to configure IPv4-in-IPv6 tunnel.
I even doubt that there exists any tool for this.

But for configuring IPv6-in-IPv6 , you can use
ip6tunnel command. that is avialabe in usagi kernel
