Might I suggest a mojor distribution such as Redhat 8.0 or Mandrake 9.0
Both have support for a variety of languages. I have used multilingual support 
ever since RH 6.2. Now the interfaces are looking very attractive indeed!

I have a system that is configured for (British) English as the default (my 
mother tongue), but also supporting Japanese and (Traditional) Chinese. I 
have found that it works quite well in all of these languages. 

OpenOffice has a Japanese version of thier app.

I don't know what PJE is.

If you aren't so adventureous, then just use a major dist (as mentioned). It 
is possible to do it from scratch (and you can learn a LOT this way), but it 
might not be in the best interests of time. 

Mr. Tsukamoto's recomondation for Vine Linux is completely expected: It is one  
of the (if not, THE) most popular versions of Linux used in Japan. I have not 
used it that much. I would tend to recommend a more (global) mainstream 
product -erring on the side fo caution. That is to say, you have not 
indicated the computer-savy of either yourself or your roommate. I use RH and 
Mandrake just because there is tremendous support (world wide) in English. 

Mandrake even has elementary Linux tutorials on thier site.
