Just for my own sanity I checked your three line jsp in apache's binary distribution tarballs on RHEL5 (x86_64) using 6.0.18, 6.0.20, and 6.0.24 and all return the same error as my jpackage installed 6.0.24: org.apache.jasper.JasperException: The absolute uri: http://java.sun.com/jsp/jstl/core cannot be resolved in either web.xml or the jar files deployed with this application Not sure why I get a different result than you do.
