It refers to unstable, I think, although I am not sure why. I can't
explain why the package is in devel only for something so important to
the maven stack.

Another thing that you can do using yum is to just include the
doxia-tools package that you need (and any dependencies) and exclude
everything else. But, like I said, I personally don't consider the
packages in devel to be of worse quality. They're packaged by the same
people, after all.
