jpackage repo broken / mirrors

Hi,

We've run into an issue where we could not get Tomcat7 installed from 
JPackage.

Turns out it was because most mirrors only carry the most recent 
version, tomcat7-7.0.54-2.jpp6 (dated 2014-07-30), while the repodata 
has not been refreshed (has a timestamp of 2014-07-09) and still points 
to tomcat7-7.0.54-1.jpp6 - which is then not found.

(1) So, one issue identified is that the package was released (and 
earlier version deleted) without updating the repodata.

(2) A secondary issue identified by that is that the mirror at Harvard 
(http://jpackage.hmdc.harvard.edu/6.0/generic/free/RPMS/) is keeping ALL 
versions - occasionally hiding the issue if you are fetching packages 
from there.   Not sure whether this is intentional.

(3) And, just as I was writing this up and doing a "yum clean all ; yum 
makecache", I got:

http://sunsite.rediris.es/mirror/jpackage/6.0/generic/free/repodata/repomd.xml: 
[Errno 14] PYCURL ERROR 22 - "The requested URL returned error: 403 
Forbidden"

- so looks like permissions need to be fixed at this mirror.



Could someone please look into it?

Specifically:
(1) Update repodata to reflect the release of tomcat7-7.0.54-1.jpp6
- and possibly update the processes so that this does not break again in 
the future.

(2) Check whether rsync at the Harvard mirror is missing a --delete 
(unless it's intentional to have the full history there).

(3) Check and fix the permissions at sunsite.rediris.es
