   You helped solved the problem.  I was looking for the (familiar to me)
   libpcap, and didn't recognize that it was actually libcap that was
   missing.

   Adding libcap.lrp solved the problem.  And the symlinks are there for
   me also.

   So  ntpd has a dependency on libcap.lrp.
