So the ntp daemon still had these files under control but they were 
deleted by, maybe logrotate.

Maybe we should add another option to the logrotate script, enabling it 
to stop the daemon before savelog brutally removes the file.

How are the logging settings for hostapd. If it logs to syslog then 
restarting hostapd should not do anything as log file control is done by 
the syslog daemon.

If the log is somehow controlled by the hostapd daemon then of course 
restarting this would have the desired effect.
