Indeed as opposed to the pap-secrets file where we procvide our own 
example, for the chap-secrets file we use the one from the source 
distribution, strange. As for the quotes I would believe you have a word 
separation character in the user name or password which fouls up your 
chap dialogue. This could be common with _modern_ passphrases. Can you 
acknowledge this?
