perl URI depends on MIME::Base32

Hi all,
Not sure whether I should make a ticket for this: URI has depended on
MIME::Base32 since 5.29 version (we are now at 5.31). MIME::Base32 is
not in the book AFAICT.

I'm not sure what the policy now is for this: use cpan -i (which pulls
in deps anyway), or keep the book accurate for perl moduledependencies
? Note that I'd rather vote for the latter, but I understand that due
to lack of developpers, we'd use the former...
