gtkmm-4.16.0 incorrectly lists atkmm-2.36.3 as a required dependency

I didn't add atkmm-2.36.3 to my build and noticed that it's listed as 
required
for gtkmm-4.16.0 but that built fine in my build. The dependency on 
atkmm was
removed completely in gtkmm-4. From the NEWS file:

* Add the Accessible interface, and make Widget implement it.
   It's a replacement for atk/atkmm.
