So I read a few more links.

Turns out these five are also parts of the SCCS "framework":

admin		create and administer SCCS files (DEVELOPMENT)
prs		print an SCCS file (DEVELOPMENT)
rmdel		remove a delta from an SCCS file (DEVELOPMENT)
sact		print current SCCS file-editing activity (DEVELOPMENT)
val		validate SCCS files (DEVELOPMENT)

Do you get the feeling that the SCCS authors were prone to a
bit of utility name squatting ?!
