Upstream docbook issues

I was looking at our currency tonight and there was a problem with docbook.  In 
checking, none of the URLs pointing to the following work:

https://www.docbook.org/sgml
http://docbook.org/xml

These are used to get old packages (around 2005) that I do not think will ever be 
updated:

docbk31.zip
docbook-4.5.zip
docbook-xml-4.5.zip
docbook-5.0.zip

We have the files and can just host them on anduin.  They all seem to be referenced
by a few other packages.  One advantage to hosting these files ourselves is that we 
could easily reformat them to .tar.xz files. However the zip files are not 
particularly large.  All are less than 1 MB.

Note that one essential file is docbook-xml-4.5.zip.  We need that to render the LFS 
books.

There is another related issue.  There are several entries in the xml catalog 
configuration of docbook-xml-5.0 to 'http://docbook.org/xml/...'. The entries appear
to be redirected to /usr/share/xml.  It may not matter that those references are 
present, but I am throwing this out to the list for comment.
