Per a note at docbook.org it's recently rewritten and the old site is
retained at archive.docbook.org.  I tried
https://archive.docbook.org/xml/4.5/docbook-xml-4.5.zip and it works.

Not tried other files but I expect those to work.

We may also report the issue to the site manager so they can try to make
the www. URLs work as well (maybe a simple redirection to
archive.docbook.org).
