Possible upcoming problems with SGMLSpm

When I'm working on the pre-release activities for a new release of 
BLFS, one of the things that I need to do is check the Perl Modules and 
Perl Dependencies for their latest versions. In most cases, the Perl 
Modules section is perfect, and this release was no exception - but we 
need to check those anyway because we can miss versions of modules if 
it's maintainer changes (since you download a Perl module from it's 
authors space within CPAN).

While I was checking for the latest versions, I discovered a problem 
with SGMLSpm. This module is no longer listed within the MetaCPAN 
database. It is still downloadable for now, but we should keep an eye 
out for possible download issues in the future since it's no longer 
showing within their database.

Note that the SGMLSpm module is primarily used as part of the docbook 
SGML stack, particularly being used in docbook-utils. It is also used by 
fontconfig and PostgreSQL if present to assist with generating 
documentation.

In the future, we may want to consider moving that module over to anduin.
