AFAICT the tarball is still downloadable. I've have a build script for that package 
from at least 2022. I doubt it is maintained. If it is no longer available via the 
cpan URL, we just put it on anduin and update the book's URL.

We *might* want to add a note that it is not installable via the cpan utility, but I 
really do not think that is necessary.
