NetworkManager ftbfs without libbpf

Hey folks,

I was testing the latest commit from today, and I found that NetworkManager=
=20
1.58.0 would error out with

ERROR: Assert failed: you must have libbpf >=3D 1.3.0 installed to build. U=
se=20
-Dclat=3Dfalse to disable use of it.

Using the switch suggested by the build system allows the package to build=
=20
normally. BLFS does not list libbpf as a dependency, optional or otherwise,=
 so=20
perhaps the -D clat=3Dfalse switch should be documented in that chapter, an=
d=20
libbpf added as an optional dependency.
