I think there is too much going on here.  Randy you've brought up some valid points. 
I didn't previously look closely at the runtime dependencies for libnotify.

To this end, I've committed changes to two packages.

1. I've added lxqt-build-tools to libqtxdg's required dependencies.
2. For libnotify's runtime depedencies I've added the text "At least one of " to the 
list so now it reads:

At least one of notification-daemon-3.20.0, xfce4-notifyd-0.9.7, or 
lxqt-notificationd-2.2.0
