In BLFS-12.3 "notification-daemon-3.20.0" is listed under "12. System
Utilities" and doesn't seem to be associated with a particular desktop
environment whereas "xfce4-notifyd-0.9.7" and "lxqt-notificationd-2.1.1"
are associated with xfce and lxqt, respectively.
If what you say is correct and notification-daemon would suffice as a
runtime dependency for libnotify, then the the packages unter "Required
(runtime)" should - for clarity - better be listed like this:
notification-daemon-3.20.0, or xfce4-notifyd-0.9.7, or
lxqt-notificationd-2.1.1
