 libinput and gdm don't use it from what I can tell.

 libevdev only needs it for tests and that can be disabled with -D
 tests=disabled

 pulseaudio also only needs it for tests and that can be disabled with -D
 tests=false

 The BLFS book disables the libinput tests and says gdm doesn't have a
 usable test suite so I would just get rid of check and make it optional
 for the other 2 packages if tests want to be run.
