I believe it is premature. I've reviewed the other posts before replying
to this one.

Think of it this way: R & D investment. My early assessment was that it
was gaining momentum, had good potential to yield positive returns to
the community (actually, regardless of ultimate success - the discussion
alone are quite valuable) and verged on becoming an irritation to user
of the security list that did not have an interest.

Given all that, I think it a "good risk" to provide the minimal resource
of a mailing list so that they can:

  1) Define a goal
  2) Get organized
  3) Gen a possible roadmap
  4) Begin the analysis leading to "mini-manifestos"
  5) etc.

For me, this all seems reasonable as "R & D" investment.
