No, if they use the latest versions we'll intervene to stop it (for
example, using locked-deps = true for rustc, and downloading Cargo.lock
for cargo-c).  We need a known-good version so we can claim things like
"this package is known to build and work properly using an LFS 12.2
platform."

You may argue if the subproject download link is broken the package
won't build properly, but then the *main* project download link may be
broken too (it frequently happens to some packages like expat).

In the case of mesa, it downloads the known-good versions hard-coded in
the subprojects/*.wrap files, NOT the latest versions.  And to me it's
OK.  (To be clear I'm OK with both ways, if someone still wants to
complain please go to the upstream issue tracker, we do NOT develop
LFS/BLFS for getting pressure from both sides.)
