glibc-2.42 instuctions don't clearly say where to build Time Zone data

The instructions work fine, just not clear where:

Add 'cd glibc-2.42/timezone' directory or ../timezone if in the 'build'
directory at the top.
There is also a timezone directory in the 'build' directory where this won't
work.
