sqlite-3510200

I am stuck at section 8.52 Sqlite-3510200. The step in there is tar -xf 
../sqlite-doc-3510200.tar.xz. The .. makes me think I should be 
somewhere other than sources when doing this? Additionally, if I just go 
to the sources and untar it a .configure file does not come about. Do I 
need to do some autoconf as part of this?
