Just like all other packages, you should untar the main source file
(sqlite-autoconf-3510200.tar.gz), cd into the extracted directory, then
follow the rest of the instructions. So the command you listed (tar -cf
../sqlite-doc-3510200.tar.xz) should be ran from within the extracted
source directory.
