	(ipchains) is only refering to the traffic control of specific
ports (nntp, pop, smtp, ftp, dns, etc...). In Jeroen's case, he was asking
how he could control the bandwidth of folks downloading files on the same
network as websurfers. Since downloading doesn't use a specific port,
(ipchains) cannot tier the bandwidth of the downloads. The remedy would
be to teir the bandwidth of all ports over 1024, but then your going to
effect more than just downloaders. If somebody on that network starts up
a video feed via WinMedia/Real they too will have their bandwidth capped.

	I am saying that "generally" you could control the traffic on a
general scale, but in doing so you effect more than just those looking to
download. Incoming Traffic could be tiered, but even that web surfer who
might open up a video/audio feed would then fall under the incoming-traffic
rules.

	Overall, the only resolution I can think of for Jeroen would be
to code something on an application level to tier downloads. But since
I don't code, I network, I cannot comment on what path to take down that
road. But if somebody has a specific link somewhere which shows how you
can tier the bandwidth of such a general function as download and at the
same time not effect other services which use ports over 1024, I'd be
very interested in reading it.
