new feature requests

I brought up at the conference call today that
I felt we'd had some good ideas for future directions
that weren't always getting tracked. In some
sense one could say this is what lsb-futures
is for, but it's been historical practice that visible
tracking in lsb-futures only happens when a request
has moved to a particular status.  The futures team
is planning to re-examine that.  In the meantime,
I wanted to remind everyone that there is a
tracker category for feature requests, which has
been very lightly used to date.

May I suggest that new-feature requests get put
into this tracker so at least we're sure they're
captured /somewhere/?  If it's tracked, it's not
too hard to to move it to another home later.
