Suggestion for Future LSB Standards - Core Userland Tools

Perhaps its time to collect a list of 'core' Linux Userland tools and list
them? Keeping in mind that other tools can be interchangable.

For example, LFS (Linux From Scratch) lists core userland tools you can use
to build a Linux distribution as a minimal system.

I see a problem with userland tools not keeping in sync with kernel changes
and GNU libc changes.

Perhaps setting up a mailing list or some sort to keep core userland
developers informed with things?
