The LSB written specification and test suites are freely available. Anyone can
abide by the specification, but only a certain set will commit in writing that
they warrant their compliance.  If someone can guarantee a distro's compliance,
but cannot afford the certification then Scott McNeil and I would like to talk
to them.

A broken distro with a logo is useless, one must guarantee its compliance while
carrying the badge.

PS: It is in the LSB's plan to start development of an application self
compliance program.
