An alternative, rather than focussing on the logos, might be to have
two levels of "LSB certification" on the LSB web site. The lower level,
that anyone can/should fulfill would involve running the tests, getting
no failures, and posting both a recipe for making a compliant system and
your claimed results. The higher level, requires you to pay a few, and
buys you a (rigorous?) third party verification of your claimed results.

If a potential purchaser/reseller of a particular distro feels the need
to have the higher level of certification, they can pay to have the
existing certification upgraded.

Managing a web page of such claims should be straightforward, and not
too costly, no? And it'd let smaller distros get in one the fun in a
useful way. And it'd let "us" track how many distros were compliant,
which could be useful.

If the LSB want to consider having an "official" and an "open use"
logo to differentiate certified compliance and claimed compliance,
doing something similar to what Debian did might be worthwhile. OTOH,
Debian never got around to doing much with the official logo (which has
a cleaner swirl and a genie-type bottle). See http://www.debian.org/logos/
