x86_64 and gettext

I added a --disable-shared configure option
to the gettext builds.  Assuming this does
what I expect, things like libintl, which are
not in the LSB, will not be attempted as
shared builds.

This seems to have unblocked the x86_64 build,
which is now onto the last package of phase3,
the X libraries.
