[Bug 782] Need new lsbinstall command

It is not clear to me that adding a new command is any harder than adding a new
option (or facility name or whatever we call it) to the generic lsbinstall.

In fact, one could argue that a new command is better because tools like cmdchk
would handle it better.

(We'd have to be careful about things like whether the "install" merely points
to a file which the application already installed, or whether the install copies
it.  That's been a confusion with the way the LSB initscripts currently work).
