[Bug 782] Need new lsbinstall command

Well, you want to offer a possibility to install a shell script in a way that
every user has automatically sourced that file.
But besides sh-based shells there are also csh-bashed shells and I as ISV want
to support users having both.

And since it is sourced I can't use sh for csh users.

I'm not suggesting to write a spec for csh nor to spend much time on it. I'm
fine with some weak statement that *.csh may/could/should (shall?) be handled by
 lsbinstall and treated as csh scripts.
Let the ISV worry about whether their csh runs or not, but since ususally only
environment variables and aliases are set, no big incompatibilities should surface.

Well, profile.d is also separate from scripting - it is for interactive users!
(I've to admit I hate programming csh, but for interactive users I need both sh
and csh; for shell scripts I exclusivly use /bin/sh.)
