Even if there is a spec, sample implementation, and test suite it still doesn't
meet other acceptance criteria. In addition it currently doesn't meet,

Distribution Maintainers Cooperative / Component Versions / Distribution patches 

The distros haven't seen this tool and haven't adopted it

The idea is good and the demand is there, but this is the wrong way to invent a
standard. Push to get the distros to develop the tool and adopt it, then the LSB
can add it.
