[Bug 878] New: package noarch advice: "should" rather than "must"

Packagers are advised that they must use the noarch architecture if there ar eno
architecture specific files; this is too strong, it's a convenience (allows
building a single package for multiple architecture), not a compulsion.

 21790     Packages which do not contain any architecture specific files
 21791     must specify an architecture of noarch.
