[Bug 967] New: Require distros to follow naming conventions

In light of the current opinion on lsbinstall, we need to add the requirement 
that runtimes must also follow the naming conventions for all files which are 
placed in directories where LSB packages may also place file. This 
includes /etc/init.d, /etc/cron.*, etc. 
 
This is needed to guarantee that no file name collisions will occur when an 
package is being installed. 
 
Tests for this needs to be added for this as well.
