[Bug 967] Require distros to follow naming conventions

Seems like what this really means is distros promise not to use names that are
reserved to the LSB namespace (or what the spec calls Heirarchical Names). Since
these are of the form lsbprovider-package and domain.name-package, conflicts
don't seem likely - never seen a distro name initscripts or crontabs this way.
