chage is part of shadow-utils.

NOTE that the futures tracker says that this fails best-practice, "For
application developers, PAM is a much better way of authenticating. Several
standards bodies have passed over shadow. It still is definitely used on most
Linux platforms, but doesn't belong in a development standard."
