[Bug 989] New: add chage command

The chage command allows the administrator manipulate password aging information
in ways that there is no LSB-specified way to do currently.  For example, the
lsb-runtime-test suite (pam section) uses this command during setup (see bug
987).  The command should be added to the LSB.
