[Bug 1010] New: Missing parts in candidate 3.0 spec build

With the 3.0 "daily build", the .txt and single-file .html files are missing at
least the Data Definitions sections.  These appear in the html subdirectories
for the broken-out version.  This is a change since RC4, which still had those
sections.

A rebuild is needed anyway to pick up the changes for bugs 1008 and 997 (problem
discovered while checking where the constants affected by 1008 appear).
