It was left out on purpose, and Stuart feels quite strongly about it. However, given the frequency of use, plus the symmetry with an ioctl we do have, I'm still not sure I'm convinced. I have been working with the readline library adding it to the appbat libbat in order for python to build properly on s390x and have run into the situation where readline needs TIOCSWINSZ to be defined in order to compile. We have TIOCGWINSZ in the spec, but not TIOCSWINSZ.
