[Bug 1089] Are headers complete enough?

The LSB does not define header at all. Data Definitions are not headers. 
 
Anything contained in the Data Definitions should be defined in an interfaces 
description, even if it's an indirect reference to one of the header 
definitions in the POSIX spec. 
 
Is there a list of LSB defined headers that are in question here?
