[Bug 1089] Are headers complete enough?

Perhaps bad choice of wording in the Summary line, but the question really was
about source-standard type headers, not data definitions.  The example that came
up, although it's not very compelling, was libintl.h: the gettext routines are
defined in terms of #include <libintl.h> but there's no actual spec for that
header.  It also does not appear in the data definitions because there are no
data definitions - I called this example "not very compelling" because
essentially all the header is expected to have in it is prototypes.

Glancing a bit through the spec, here are some other referenced headers that
there may not actually be a "source specification" for:
security/pam_appl.h, pmap_clnt.h (?), rpc/pmap_clnt.h (which is it?), and
zlib.h.  There's als a reference (by _fpending) to stdio_ext.h, which is almost
certainly inappropriate for the spec.
