lts_initd-0.55 available

I've updated the tarballs to lts_initd-0.55.
I suspect we may need to additional some additional
questions on installation. In the meanwhile there
are a set of parameters in TESTROOT/tetexec.cfg that
affect test execution.

has results on SuSE 9.2 with this setting in
TESTROOT/tetexec.cfg

LSB_INITD_RC_PARENT_DIR=/etc/init.d

I suspect that all the failures at the moment relate to the
fact that install_initd and remove_initd are being called with
no privilege and so have no effect. I'll look at that next.
I suspect the code assumed it was being run with privilege..
