The strategy has been that if the tag does not add value wrt installing files 
on the disk correctly, then they should not be added. With this in mind, 
neither tag 269 nor 1015 should be added. Simply use a tool that doesn't add 
them. 
 
WRT RPMTAG_HEADERI18NTABLE, the appbat package should be built to have I18n 
messages.
